The journal "Bulletin of Karaganda University" (hereinafter "Bulletin of KEU") publishes articles in the following areas: Economics, Philosophy, Pedagogy, Jurisprudence.
The pages of the journal are open to discussion materials, so its content does not necessarily reflect the point of view of the founders and the editorial board.
The journal " Bulletin KEU" is published once a quarter (four times a year). When reprinting, a reference to the journal is required.
Within two weeks, the issue of the potential possibility of their publication is decided on the articles accepted for consideration. The final decision is made based on the results of the discussion at the Editorial Board. Authors can get all the information about the article's progress by phone: +7 (7212) 44-16-24 (6500).
The author agrees to reproduce free of charge on the Internet on the website of the Karaganda Economic University of Kazpotrebsoyuz in the section "Bulletin of KEU" of the electronic version of his article published in the journal "Bulletin of KEU". The author understands that access to the site is not regulated.
Rejected articles are not returned to the authors.
Payment of a fee for publication is not provided.
The fee for publication of manuscripts is 6,100 tenge (equivalent to $ 13).

Articles submitted for publication must comply with the ethics of scientific publications:
- Authors are responsible for the selection and reliability of the facts, quotations, economic and statistical data, proper names, geographical names and other information, as well as for the use of data not intended for open publication.
- Factual data, all information borrowed from literary and other sources, as well as quotations given in the article, must be confirmed by appropriate references.
- Authors must comply with the requirements for publications.
- It is unacceptable to present plagiarism as an original work and to publish a previously published article. The originality of the text must be at least 70%.
- Scientific articles (including reviews) submitted for publication must correspond to the stated purpose and thematic focus of the journal and meet the following requirements:
Requirements for the format of the article text:
- Microsoft Word text editor;
- Times New Roman font 11 pt (for the main text of the article);
- single line spacing;
- margins: top, bottom, right, left – 2 cm each;
- paragraph indent – 1 cm.
The article in the specified format must be at least 5 pages long and must not exceed 10 pages.

The following are mandatory elements of the publication:
- UDC index, which should reflect the subject of the article in sufficient detail, then a paragraph indentation, Times New Roman font, 11 font size;
- the name (with a capital letter) and surname of the author (co-authors) (all letters are capital) in Russian, Kazakh and English, Times New Roman font, 10 font size, italics;
- information about the authors: regalia, authors’ places of work and contact information (in Russian, Kazakh and English), Times New Roman font, 10 font size, italics;
- article title in capital letters, bold (in Russian, Kazakh and English), Times New Roman font, 11 font size, followed by a paragraph indent;
- article abstract and keywords in Russian, Kazakh and English, Times New Roman font, 10 font size.
- Please note: any abbreviations, including acronyms, are allowed only in the original language (in other language formats, a full transcript must be provided).

Requirements for formatting references:
A reference to literature is given in square brackets, then separated by a comma, a period and a page number.

Requirements for formatting illustrations, diagrams and drawings:
All illustrations must have a title and, if necessary, explanatory data (under-figure text Times New Roman 10 font); all illustrations must be referenced in the text of the article. The word “Figure”, its serial number, title and explanatory data are placed directly under the figure. Illustrations should be numbered in Arabic numerals, sequentially, Times New Roman font 10 font. If there is only one figure, it is not numbered.
Drawings, graphs, diagrams, charts, illustrations placed in publications must comply with the requirements of state standards.
All illustrations, charts and drawings must be black and white only and attached to the text.

Requirements for the design of tables:
All tables must have a title (Times New Roman 10 font) and references in the text. The title must reflect their content, be precise, brief, and placed above the table.
The table should be placed immediately after the paragraph in which it is mentioned for the first time. A table with a large number of rows may be moved to another page.
Column headings are usually written parallel to the table rows; perpendicular placement of column headings is allowed if necessary. Data inside the table: Times New Roman font 10 font.
All tables must be attached to the text.

Requirements for formatting the list of references:
When formatting the list of references, the following must be indicated:
- Author (last name and initials in italics) – (Bendina N.V.)
- Title of the source, without quotation marks, with a capital letter - (Marketing (lecture notes): A guide to preparing for exams.-), a period and a hyphen must be used. After the hyphen, the city is indicated, a colon ":", the publisher is placed, after the comma, the year of publication is written - (- M: Prior, 2000.)
- After the period and hyphen, the number of pages is indicated and the letter "c" is placed, after which a period is placed (123 p.)
When formatting periodicals, the following are indicated
- Author (surname and initials)
- Title of the article, without quotation marks, with a capital letter, two slanted lines //
- Name of the source (magazine, newspaper) with a capital letter, after a period and a dash
- Year of publication (period, dash), No. (period, dash), then the pages containing the information (P. 1-127.)
The list of references is given as it is cited in the article, Times New Roman font, 10 pt.

Editorial Board’s Ethics:
• The editorial board of the journal “KEU Bulletin” in its work is guided by the principles developed by the international association “Committee on Publication Ethics” (COPE), and adheres to a policy of ethical behavior requirements by authors and reviewers.
• Received for publication, but unpublished manuscripts and articles cannot be used by the members of editorial board for personal purposes;
• The editors of the journal are aimed to suppress all forms of unethical behavior both on their part and on the part of authors and reviewers.
• The editors of the journal do not allow publish articles rejected by reviewers as inappropriate scientific and ethical publications.
• The editorial staff of the journal compulsorily considers all official claims submitted to the journal’s editorial board.
• Editorial board’s work is based on the principles of courtesy, transparency, honesty and objectivity.

• The authors are fully responsible for the selection and reliability of the facts, quotes, economic and statistical data, proper names, geographical names and other information, as well as for the use of data not intended for open printing.
• Actual data, all information borrowed from scientific literature and other sources, as well as citations given in the article, must be confirmed by appropriate links.
• Authors are fully responsible for the originality of the paper provided. Representation of plagiarism as an original work and publication of a previously published articles are not permissible. Plagiarism is any borrowing of someone else’s text without quoting, as well as paraphrasing and borrowing ideas (research results) without reference to the author.
• The authors of the publication should be all the scientists who contributed to the research. All authors of the publication are equally responsible for its content.
Reviewer Ethics:
• Only an independent scientist with a sufficient level of professional competence in the peer-reviewed field of science (topic, question, problem) and not a member of the editorial board of the journal can act as a reviewer.
• The reviewer acts as an independent expert deciding whether the publication complies with the requirements of science and copyright ethics.
• The manuscript submitted for review is a confidential document and falls under copyright law, and therefore cannot be used by the reviewer to discuss it with third parties (with the exception of members of the editorial board) or for personal purposes.
• If the reviewer considers himself (herself) insufficiently competent or biased with respect to the content (the author’s point of view on the problem) of the reviewed article, he (she) should refuse to review it.
• Articles submitted for review should not contain any personal information about its authors in order to avoid bias in terms of discrepancy of ethnic, religious, social or other qualities of authors and reviewer, not directly related to the content of the work.
POSITION
on the procedure for reviewing articles,
received by the editorial office of the journal «Bulletin KEU»
1. Reviewing manuscripts of scientific articles in the editorial office of the journal “Bulletin KEU” is carried out to maintain a high scientific and theoretical level of publication and in order to select the most valuable and relevant scientific papers.
2. Peer review (peer review) is carried out by at least 2 independent experts from among the most respected scientists who collaborate with the editorial staff of the journal, but who are not members of the editorial board.
3. The review process is organized by the executive secretary.
4. The editors keep track of the passage of the peer-reviewed manuscripts.
5. After the author submits the article, it is checked for compliance with the basic requirements for the design of the publication (technical editor).
6. If the article meets all the requirements, two independent reviewers who are not members of the editorial board are appointed (in accordance with the scientific direction in which the article was written). Reviewing the materials submitted to the editorial office of the journal “Bulletin KEU” is carried out in compliance with confidentiality.
7. In articles sent for review, the surname and place of work of the author are not indicated (anonymous).
8. The reviewer must submit an expert opinion within the time period agreed with the editors, but usually within 2-3 weeks.
9. Based on the submitted reviews, the conclusion is made: “Reject the article” (rejection), “Editing is required”, “The article has been accepted for publication”.
10. Then the technical editor sends by email information about the necessary changes, or a decision.
11. If a decision is made on the need for additional editing of the article, the author is informed of the time frame by which the article should be amended, according to the recommendations of the reviewer. If the author makes the necessary changes within the indicated period, the article goes through the technical editor and reviewers again. Then again a decision is made.
12. In the event that the author does not agree with these comments and refuses to amend the article, the article is not published. The decision on the advisability of publication after review is made by the editor-in-chief. In most cases, the editorial board communicates its decision to the authors within 3-4 weeks. However, a number of factors (such as the availability of reviewers) may influence this period.
